The main headlines of mainstream Nigerian newspapers of Tuesday, April 23, are focused on President Muhammadu Buhari's second term and his incoming cabinet, Bola Tinubu and Bukola Saraki's rift, JAMB's investigation of candidates' credentials from 2009 to 2019 among others.
The Nation reports that three outgoing governors, 15 ministers and a former military administrator are jostling for cabinet seats as President Muhammadu Buhari begins his second tenure in May.
A source who craved anonymity, said: “Some of those seeking to be ministers include a former Military Administrator, three of the outgoing governors and no fewer than 15 of the over 30 ministers who will complete their tenure on May 22.
“As for the three outgoing governors, two may represent their geopolitical zones, depending on the outcome of consultations between the President and leaders from their zones.”

“No fewer than 15 ministers are said to be seeking a second chance because some of them who faltered in office are claiming that they have learnt their lessons."
Vanguard reports that Senate president Bukola Saraki said the national leader of the All Progressives Congress, Asiwaju Bola Tinubu, has continued to attack him because of the latter's 2023 presidential ambition.
According to Saraki, Tinubu is supporting Ahmad Lawan for Senate president and Femi Gbajabiamila for House of Representatives speaker ahead of the ninth National Assembly because of his presidential ambition.
A statement on Monday, April 22, by Saraki’s special adviser, media and publicity, Yusuph Olaniyonu, read: “Let us repeat again that we know that a Machiavellian politician like Tinubu will forever agonize over his erroneous belief that Dr. Saraki frustrated his ambition from becoming running mate to President Muhammadu Buhari through a Muslim-Muslim ticket in 2015.
"In his usual cavalier manner, he will stop at nothing to punish Saraki for that. We know that this attack is not about the interest of the nation or that of President Muhammadu Buhari. It is about his 2023 ambition and it is obvious in the statement as he struggled to explain this away."
Punch reports that a probe has been launched by the Joint Admission and Matriculation Board (JAMB) into the credentials of applicants from 2009 to 2019.
Those who engaged in examination malpractice to pass the Unified Tertiary Matriculation Examination (UTME) will be arrested. Even if they may have graduated and participated in the National Youth Service Corps, they will be arrested and their certificates withdrawn.
The disclosure was made on Monday, April 22, by the head, media and information of JAMB, Fabian Benjamin.
He said: “We want to do what we call biometric verification dating 10 years back. Even if you are now working and we discovered that someone wrote exams for you, we will publish your name and the law agencies will do the needful."
This Day on its part reports that as President Muhammadu Buhari prepares for his second term in office, the National Working Committee (NWC) of the All Progressives Congress (APC) has told the president to ensure that only faithful party members are appointed into executive positions.
According to a source, the party will only allow the emergence of loyal members as members of the president's cabinet.
The source said the national leadership of the party would be working with those at the state level to compile and screen those to be recommended for appointment by President Buhari.
The Guardian reports that investors are showing apathy towards banking stocks despite combined profit of five top-tier banks on the Nigerian Stock Exchange (NSE) totalling N720 billion.
The five banks include Zenith, Guaranty Trust Bank, FBN Holdings, United Bank for Africa and Access Bank.
