- The dichotomy between National Diploma and a university degree is still a source of concern for the Academic Staff union of Polytechnics

- ASUP says many organisations that have got used to the dichotomy are finding it difficult to abolish it in spite of the fact that the federal government has put an end to it
The Academic Staff Union of Polytechnics (ASUP) may be challenging the dichotomy between holders of Higher National Diploma (HND) and their first degree counterparts, in the appointment and promotion of civil servants.
The Guardian reports that ASUP gave the hint as the dichotomy continues in some government establishments despite the fact that the federal government abolished it on March 26, 2018.
Legit.ng recalls that the head of service of the federation, Winifred Oyo-Ita, issued a circular on March 26, 2018, directing government establishments to bridge the gap, which many agencies are yet to comply with.

ASUP president, Usman Dutse, said: “Let there be a law passed by the National Assembly against anybody that violates it. Many organisations that have gotten used to the dichotomy are finding it difficult to abolish it.
“For some it is because of their interest in using workers without paying them well, so they hinged on it to exploit people.”
In the civil service, salary grade level 7 is what HND holders are placed on at the point of entry, while their first degree counterparts are placed on salary grade level 8.
HND holders' career progression stops at salary grade level 14, while that of their first degree counterparts stops at salary grade level 17.

Legit.ng previously reported that beneficiaries of President Muhammadu Buhari's cancellation of the difference between university and polytechnic graduates in the civil service praised him for his actions.
While the disparity had before now restricted polytechnic graduates to certain salary grade level in the civil service, it took the intervention of the National Council on Establishment (NCE) to address and solve the issue in their favour.
Winifred Oyo-Ita, the head of service of the federation, in a statement dated Monday, March 26, relayed the the decision of the NCE to all concerned and solicited their support for implementation.
The circular indicated that NCE approved entry point of salary grade level 08 for HND holders in the civil service. It also encouraged serving HND officers to fulfill all specified conditions as contained in scheme of service and extant rules for career progression beyond salary grade level 14.
