INTRODUCTION
Background to the problem
    The environment in which the school operate has change significantly with the advent of information age. In the past two decade, educators have invested extensive times and resources in introducing technology into universities education.
    However, the proliferation of new technologies offers a numb er of challenges for schools (in institution of higher learning) which includes; inadequate infrastructure, inadequate skills, inadequate funding among other factors. Many lecturers use technology only as an extension of the chalk and talk approach and also rely on traditional testing procedure to measure and evaluate student achievements and potential. It is noted that the prevailing pedagogical approach to technology in higher education is to teach curriculum through the medium of information communication technology. Technology activities should be aligned to the curriculum not the curriculum not to the computer. Technology involves the tools with which we deliver content and implement curriculum in a better way. Technology has the promise of changing the quality of teaching and learning in our schools. Technology becomes a valuable resource only when used in a systematic process for developing human competence. It is the catalyst for transformation, but not just a means of merely having more “computers” in our classroom. The focus of successful technology facilities is to improve the standard of ICT (education).
Africa has witness the development of ICTs in Various sectors over the last decade including education. The change from teacher-centre education system to learner-centre education; the world over in the past view years contribute to the use of ICTs in education. Borrowing from the word “Knowledge-Driving World” as conceive by (Hawking 2004, Inwent, 2004), it means that education reform practises should focus on equal access and quality of education sector through the use of ICTs and equipping new generations with enhanced skills to operate in the 21st century.
    Information communications technologies (ICTs) are information handling tools that are used to produce, store and process, distribute and exchange information. These different tools are now able to work together and combine to form networked word-which reaches into every corner of the globe (UNDP evaluation office, 2001). It is an increasingly powerful tool for participating in global markets, promoting political accountability, improving the delivery of basic services; and enhancing local development opportunities (UNDP, 2006). To Ogunsola (2005:3) ICT” is an electronic base system of information transmission reception, processing and retrieval, which has drastically changed the way we think, the way we live and the environment in which we live”. It can be used to access global knowledge and communication with other people (Ogunsola, 2005:3). Student who use ICTs gain deeper understanding of complex topics and concept and are more likely to recall information and use it to solve problems outside the classroom (apple computer, 2002).in addition, through ICT, student extend and deepen their knowledge; investigating and inquiry according to their need and interest when access to information is available on multiple level (CEO Forum on Education and Technology, 2001: 8).
    Technology is the way to enter 21st century. Has we are in the 21st century, we are aware of the great impact technology is having on both the personal and professional lines of educators and the educates (Kathleen P. King (2002) quoting Pallof and Pratt, 1999). Technology is a crucial source of knowledge transmission and communication. Uses of ICTs to our different educational strata are advocated as a solution to the problem of exponential growth of knowledge in the contemporary society (Leonid Sheremetov, Adolfo Guzman Arenas, 2002).
    Electronic learning has presented itself has a promising instructional and learning tools since its advent. E-mails have unique characteristics like cost saving, faster and asynchronous. Communication improve receiver control and use of the message (Fu-yun Yu,Hsin-ju Jessy Yu 2001). Electronic learning (E-learning) environment and digital university are becoming increasingly pervasive with the advent and popularity of internet and intranet (Parush A, 2002).
    Although many strongly believe in the great promise that technology holds for both learners and lecturers. But, it should be noted that technology is a communication tool and not the silver bullet that will solve all our education problems. It is certainly a useful tool that enables us to link various learning communities together in new and different ways. It is not about what technology itself can do, but what teachers and learners may be able to accomplished using this tool.
    A case study of Adekunle Ajasin University Akungba Akoko, ondo state; a ‘21st century university properly called’, urges everyone to drive into the vision to pursue innovation in information, communication and technology.
    ICT is an indispensable tool in achieving educational goal. The institution has put in place an ICT infrastructure and application review community with a clear mandate to review the extent, of the ICT infrastructure, and recommendation fulfil measures to make the university ICT driven. The institution has approved the recommendation of the committee for the deployment of the Wi-Fi wireless network and have also repaired existing internet cable network and develop a new university website for service delivery in the university.
    What you are witnessing today is the actualization of the institution vision with regards to ICT deployment in the university. The new university website is robust, modernised, of international standard, and with up to date information on every segment of the university. Though some of the links are still under construction, but work is going on them as the university now has a web master whose sole duty is to manage the site.
    The wireless network which consists of Wavion 2400 equipment is based on a unique beam forming technology that operates as the free spectrum 2.4GHZ band. It works with any 802.11 standard based CPE or embedded. Client with the use of laptops, PDAs, Smart-Phones etc; laptops and smart phones are Wi-Fi enabled. The Wavion equipment leverages 6 radios and 6 antennas per station, which focuses the energy to and from the client by packet of data exchanged. it exploits multipath transmission by coherently combining all reflections from the radios and antennas thereby creating optimum signal to client (users). The network will now make the student; staff and all other subscribers have access to the internet anywhere in and around the campus, and provide a link for the university community with the outside world. The cable network has become functional in offices, so that users/client which include HODs, Deans, lecturers and directors to have unlimited and stable accesses to the internet.
Statement of the Problem
The proliferation of new technologies offers a number of challenges for schools (in institutions of higher learning) which include, inadequate infrastructure, inadequate skills, inadequate funding among other factors. This study attempt to look into the assessment of ICT facilities accessed and used among Adekunle  Ajasin University academics, Akungba Akoko, Ondo state. It is hoped that introducing lecturers to new application of ICT facilities will provide additional teaching resources and new paradigms of classroom teaching.
Purpose of the Study
    This study on the assessment of ICT facilities accessed and used among Adekunle Ajasin University academics is carried out with a view to seeking the opinion of the academic staff on the assessment of ICT facilities accessed and used within the University for Educational Transformation. Therefore, this study is conducted to unfold how widely and effectively the available ICT facilities are utilized among the academics. The study is expected to make lecturers asses the ICT facilities to enhance productivity and excel in their performance.
Research Questions
    For the purpose of this study, the following questions were postulated: -¬Do lecturers have interest in gaining access to the ICT facilities provided?
-To what extent do lecturers have access to the ICT facilities?
-Has the ICT facilities improved the performance and productivity of the lecturers?
-To what extent has the lecturers profited from the ICT facilities?
-What is the lecturers perception about the perceive usefulness of ICT?
Research Hypotheses
HO1. There is no significance difference in the views of female and male lecturers on their access to ICT facilities on campus.
HO2. There is no significance difference in the views of male and female lecturers on the use of ICT facilities in Adekunle Ajasin University.
Scope of the Study
This study is carried out to seek the opinion of lecturers of AAUA in the assessment of ICT facilities accessed and used among Adekunle Ajasin University academic s, Akungba Akoko, Ondo state.
Clarification of Major Terms & Variables
-ICT: information communication and technology refers to computer base tools used by people to work with the information and communication processing needs of an organisation.
-Academic: this involve the connection with education, especially study in schools and universities which involve a lot of reading and studying rather than practical or technical skills.
-Assessment: this is the art of judging or forming an opinion about somebody or something.
-Facilities: This is a place, usually including buildings used for a particular purpose or activities.

Significance of the Study
The benefit of this study is to unfold how widely and effectively the availability of ICT facilities are accessed and utilized among the lecturers.
    The study will also make the lecturers to access the ICT facilities to enhance productivities and excel in their performance.
    Furthermore, the study will assist the lecturers to improve their lecturers to improve their studies in other to enhance an effective learning in using ICT.
    Finally, the study will motivate the lecturers in providing necessary facilities for them in order to deliver an effective lecture.
